- IRD provides more than $400 million annually in development and humanitarian assistance to Africa, Asia, the Balkans, Latin America, the Middle East and the Newly Independent States.
- Since 1998, IRD has provided over a billion dollars in humanitarian assistance to vulnerable populations around the world.

Program / Country Description:

IRD currently implements two donor funded activities in Yemen. The first is the USG funded Grassroots Theatre Initiative (GTI) which seeks to assist communities identify and respond to potential causes of conflict. The second is a UNHCR funded project that provides support for refugees in the capital of Sana’a. Yemen is a new program country for IRD as the donor funded activities there commenced in 2009. IRD’s office in Yemen is located in the capitol city of Sana’a, with program activities occurring in various parts of the country.

Position Description:

The Administration & Finance Manager (AFM) position is a new position. The candidate selected will be responsible, under the guidance of the IRD Country Director, for the administrative oversight and financial management of all IRD activities in Yemen. The Administration & Financial Manager will supervise and work with the IRD administration, finance and program staff in country to ensure that adequate and appropriate internal controls are in place to comply with both IRD policies and donor requirements for human resources, procurement, program reporting (financial and programmatic), records management, and financial management and accountability. The incumbent of this position will also be responsible for ensuring that IRD is in compliance with all local laws, rules and regulations. In executing the duties and responsibilities of this position, the Administration & Finance Manager will work under the day to day supervision of the IRD Country Director in Yemen, but will also work closely with and provide direct reporting to the Finance Department and Program Operations Division of IRD/HQ.

Principal Responsibilities:

- Supervise the day-to-day administration and financial management of the USG and UNHCR funded projects implemented by IRD in Yemen.
- Supervise the day-to-day operations of the IRD office and staff in Yemen.
- Support the IRD Country Director in the planning, design, and implementation of all program activities.
- Coordinate and oversee all IRD tendering and procurement activities in Yemen, ensuring strict compliance with IRD policies and donor regulations.
- Develop and implement tracking and reporting systems for all aspects of administrative and financial management for both IRD/HQ and IRD’s donors.
- Supervise the local staff responsible for program accounting to ensure that generally recognized accounting standards are being followed.
- Develop and implement a tacking/reporting system to ensure that IRD is in compliance with all local laws, rules and regulations.
- Develop and implement a tracking/reporting system to ensure that all IRD and donor requirements regarding program documentation and records management are followed.
- Monitor the performance of local staff to determine additional training or other professional development requirements and opportunities.
- Serve as acting country director in the absence of the incumbent of that position.
- Develop and maintain professional relationships with Yemen government officials, donor representatives, other ngos and development organizations, etc.
- Other duties and responsibilities as required and agreed to with the IRD Country Director and IRD/HQ.

Required Skills & Experience:

- University degree in business or public administration, management, finance or similar field (relevant experience in combination with a different university degree may substitute for the degrees mentioned)
- Five years of overseas experience in the administrative and financial management of donor funded programs and projects, especially UN and USG funded programs
- Five years of overseas experience in administrative and financial management with an international ngo, UN agency, international business, etc.
- Strong hands on knowledge of and experience with (FILL IN SOFTWARE STUFF AND THE IRD ACCOUNTING SYSTEM)
- Ability and willingness to work as part of a diverse team in a high paced and challenging environment

Preferred Skills & Experience:

- Working knowledge of Arabic language is highly preferred.
- Previous work experience in Yemen is highly preferred.
